Social services must be developed with more social investments by the government to the people. Good governance and effective administration are prerequisites to effectively fight poverty. Public policy should aim at preserving social cohesion and promoting social stability, especially through democracy, the rule of law and the respect for human rights and fundamental freedom. With particular interest in the areas of: Health, Education, Employment and Poverty eradication.
Health: Sufficient supply of safe water and clean environment are essential for good health particularly comprehensive programmes of preventive medicine including immunisation and control of communicable diseases should be implemented. There should also be strong support and faster implementation of campaigns to tackle the social causes of diseases.
Education: This is the key to development, quality primary and secondary education. Vocational training and youth empowerment; well as skills acquisition all through life. These are indispensible tools to the eradication of poverty.
Employment: Productive employment which includes self employment which is necessary for life and plays a central role in poverty eradication. Access of the poor to land other productive resources must be improved, to encourage more local businesses.
Poverty Eradication: Eradication of poverty by empowering the poor through their local community. Hunger and malnutrition were the worst manifestation of poverty. The chronically hungry cannot grow out of poverty. This remains morally reprehensible Efforts should be doubled to reduce the proportions of the under nourished by half by the year 2013.
At the heart of this Bill is Social services, to the citizens, which must be developed with more social investments by the governments and less military expenditure if poverty is to be defeated.
